Mr. Hareter B. Oralusi is the Executive Chairman and Chief Executive Officer of NCDF Investment Management Plc, Nigeria’s foremost blended finance institution. He is a transformational business leader and institutional entrepreneur with over 30 years of experience spanning the United States, United Kingdom, Ireland, and Africa, where he has successfully built high-impact enterprises and structured multi-sector investment platforms targeting socio-economic transformation.
At NCDF Invest, Mr. Oralusi provides long-term strategic leadership, overseeing capital mobilisation, fund structuring, and cross-sector investment deployment across housing, healthcare, infrastructure, climate finance, and technology. He has pioneered capital frameworks that bridge public, private, and diaspora capital, creating access pathways for inclusive national development. His core mission is to align sustainable investment vehicles with Nigeria’s development priorities and unlock long-term value for institutional and retail investors.
Mr. Oralusi also leads NCDF’s stakeholder engagement with federal ministries, state governments, development finance institutions, and the Nigerian Diaspora Commission, helping to institutionalize capital mobilisation channels for transformative public-private partnerships (PPPs).
Managing Director
Mr. Nicholas Connell is the Managing Director of NCDF Securities Limited and serves as the company’s Chief Investment Strategist, overseeing capital markets operations, securities origination, product innovation, and investor engagement. He brings over two decades of experience in private equity, institutional fund management, and venture-backed capital mobilisation across Europe, Africa, and North America.
At NCDF Securities, Mr. Connell leads the development and deployment of investment instruments—such as debt notes, equity-linked securities, and ESG-compliant structured products—tailored for Nigeria’s developmental sectors including housing, healthcare, fintech, green infrastructure, and diaspora investment platforms.
His mandate includes aligning product offerings with SEC Nigeria’s guidelines, overseeing prospectus development, ensuring risk-adjusted returns, and managing investor relationships through strategic placement and underwriting partnerships. Mr. Connell is instrumental in translating NCDF’s mission into commercially viable, regulation-ready investment solutions that catalyse inclusive growth and build investor trust.
Non-Executive Director
Mrs. Uta Nkposong serves as a Non-Executive Director of NCDF Investment Management Plc, bringing independent oversight and deep financial expertise to the Board. She is a chartered accountant and senior finance executive with extensive experience in commercial banking, public sector finance, and private equity management.
Her prior roles include Regional Business Head at Equatorial Trust Bank and Director of Investment & Private Equity at the Nigerian Agricultural and Cooperative Bank Ltd. At NCDF Invest, Mrs. Nkposong provides fiduciary assurance, audit oversight, and risk evaluation guidance across all fund operations. Her strategic input enhances board-level decision-making and ensures alignment with SEC Nigeria’s requirements for independent governance, investor protection, and institutional accountability.
Non-Executive Director
Mr. Cliff Southcombe is a globally recognised social enterprise expert and Non-Executive Director at NCDF Investment Management Plc. With a distinguished career in social finance and community enterprise across the UK and Europe, he co-founded Community Routes (CLG), the UK’s first fully community-owned investment company.
Mr. Southcombe offers strategic counsel on NCDF’s inclusive finance models, social return on investment (SROI), and stakeholder value frameworks. He supports the company’s efforts in embedding social metrics within fund design, ensuring that investments not only deliver financial returns but also drive measurable community development. His advisory role strengthens NCDF’s ESG governance, social capital strategy, and compliance with Nigeria’s sustainability investment directives.
Chief Compliance Officer (CCO)
Bar. Ekaette Eteowo Samuel is the Chief Compliance Officer of NCDF Investment Management Plc, responsible for enterprise-wide legal compliance, regulatory governance, and institutional risk management. With over a decade of legal and regulatory experience across capital markets, health finance, and nonprofit sectors, she leads NCDF’s compliance architecture in accordance with the Securities and Exchange Commission (SEC), Central Bank of Nigeria (CBN), and Corporate Affairs Commission (CAC) frameworks.
A qualified Barrister and Solicitor of the Supreme Court of Nigeria, Ekaette holds an LL.B from the University of Benin, a B.L from the Nigerian Law School, and a Postgraduate Diploma in Public Administration. She is certified in corporate compliance, AML/KYC, occupational risk, and governance.
At NCDF Invest, she designs and implements compliance policies, supports fund licensing and reporting, leads internal audits, and ensures continuous alignment with statutory requirements across all fund operations. She also supervises regulatory filings, prospectus development, and investor due diligence documentation, playing a critical role in safeguarding NCDF’s institutional integrity and market reputation.
